The Ministry of Panchayati Raj has introduced a set of digital initiatives to modernise the functioning of Gram Panchayats, according to a statement issued by the Press Information Bureau (PIB) on Thursday, September 25. The measures include artificial intelligence (AI)-based meeting documentation, drone-led property surveys, digital accounting portals and mobile apps that allow citizens to track local governance. Officials said the reforms are aimed at speeding up decision-making, improving transparency and encouraging wider participation.
Property ownership under SVAMITVA
The SVAMITVA scheme, started on April 24, 2020, uses drones and mapping technology to provide rural households with legal ownership documents for their properties. With an approved cost of Rs 566.23 crore for FY 2020-25, extended to FY 2025-26, the scheme is being implemented with support from the Survey of India and NIC Services Inc. The Ministry said the project has helped families secure bank loans, reduced land disputes and increased Panchayat revenues through improved tax collection. Alongside this, the Meri Panchayat app provides citizens with real-time information on local budgets, elected representatives, infrastructure projects and services. The Ministry said the app now reaches 2.65 lakh Gram Panchayats, benefiting 25 lakh elected members and nearly 95 crore rural residents.
The digital push is supported by BharatNet, the government’s broadband programme launched in 2011. Rohini Gram Panchayat in Maharashtra won the Gold Award, while West Majlishpur in Tripura took Silver. Jury awards went to Palsana in Gujarat and Suakati in Odisha. The winners also received financial incentives to strengthen local welfare projects.
A step towards Digital Bharat
These reforms represent a broader attempt to empower rural communities through technology. By digitising records, finances and citizen services, the Ministry said Gram Panchayats are becoming more accountable and inclusive. Officials added that the measures will help bridge the digital divide and give villages a greater role in shaping India’s digital future.
