UP CM Yogi Adityanath has directed the Basic Education Department to file a review petition against the Supreme Court’s recent ruling that mandated the Teacher Eligibility Test (TET) for serving teachers in the state. The direction came in the form of a social media post on the official X account of the CM office.
CM said in the post that the teachers of the state are experienced professionals and have received timely training from the government. Therefore, ignoring their qualifications and years of service is inappropriate.

What was SC’s ruling?
On September 1, 2025, the Supreme Court of India ruled it mandatory for all aspiring and in-service teachers, both primary and upper primary teachers (classes 1-8), to clear the TET in non-minority institutions, except those with less than five years of service. The bench comprising Justice Dipankar Datta and Justice Manmohan delivered the verdict in response to multiple appeals, such as Anjuman Ishat-E-Talim Trust vs. State of Maharashtra and Others, concerning teacher eligibility. The National Council for Teacher Education (NCTE) had made TET compulsory for teachers in Classes 1 to 8.
The Teacher Eligibility Test (TET) is a mandatory qualifying exam for the recruitment of teachers in primary and upper primary schools in India. Key points of the order include:
1) Mandatory for Promotions: In-service teachers must clear TET to be eligible for promotions.
2) Timeline: Teachers with more than five years of service left must pass TET within two years.
3) Exception: Teachers with less than five years of service left can continue without TET. However, they won’t be eligible for promotions.
The recent order from the Apex court created uncertainty among aspiring teachers. It became a matter of concern among the teaching community, putting the jobs of lakhs of long-term serving teachers under threat.
The ruling received widespread opposition from teaching associations. Associations like the School Teachers’ Federation of India and the All India Primary Teachers’ Federation oppose the verdict and demand a review. After UP CM’s direction, the department will likely file the review petion
Recently, the Kerala government also announced that it will move legally to challenge the SC’s verdict, which could likely impact fifty thousand teachers in the state.
